The 2024 Performance Review Meeting between the European Commission and the Managing Authorities of the ERDF and ESF+ Programs organized by the Department for Cohesion Policy and the South with the support of the National Programme Capacity for Cohesion 2021-2027 ended yesterday.

The meeting, which took place on Oct. 29 and 30 in Rome at Palazzo Barberini, aimed to examine the performance of each Program based on the previous year’s implementation data (as of Dec. 31, 2023).

During the first day – October 29 – in addition to a discussion of the progress made in the implementation of the 2021-2027 Programs to check their progress against intermediate and final targets, the implementation process of the national rule on the eligibility of expenditure was presented to participants. The topics of meeting the Enabling Conditions and the evaluation and communication of the 2021-2027 programming were also addressed, with a focus on Operations of Strategic Importance.

The topic of administrative capacity was addressed by illustrating the actions of the National Programme Capacity for Cohesion, under the Department’s ownership, with a focus on the recruitment action designed to strengthen territorial entities in the South in the management of cohesion policy interventions and the Service Center, the Program’s two Operations of Strategic Importance, which constitute an integrated and synergistic intervention to support territorial entities. Alessandra Augusto, Managing Authority of NP CapCoe, highlighted the importance of continuing the collaboration already initiated by the central coordination of the NP with the seven Southern Regions involved in the initiative. This collaboration is essential for achieving the common goal of spending more and better cohesion policy resources on the territories.

Riccardo Monaco, Director General of the Department’s Office for Strengthening Administrative Capacity for Cohesion Policy, also spoke on the subject, emphasizing the finalization of the strengthening action with respect to cohesion policies, unlike the action conducted in the previous cycle through the National Operational Programme Governance and Institutional Capacity 2014-2020, including in the interventions that will see central administrations as beneficiaries.

Finally, the day included a review of the closure of the 2014-2020 programming cycle with reference to the aspects of expenditure certification and evaluation and communication of the results of the cycle’s programmes.

The second day, 30 October, was devoted to bilateral meetings between the European Commission and the Managing Authorities of a selected number of 2021-2027 Programmes. In parallel, the founding meeting of the Social Rights Subcommittee was held, chaired by the Ministry of Labour and Social Policies.

The RAR2024 was attended by more than 180 participants, including representatives from the European Commission, the Department for Cohesion Policy and the South, the Regions and central administrations.
