A presence-only edition at the FORUM PA, on 16-18 May 2023 at the Palazzo dei Congressi in Rome, to take stock of how prepared Public Administrations (PAs) are in order to face the new challenges linked to the National Recovery and Recovery Plan (Italy’s PNRR) and European programming implementation.

The three-day event will be focussed on PAs’ HR enhancement to ensure the implementation of investments and reforms and the ability of our institutions to orient initiatives to the Country’s emerging needs.

Once again, this year the “Governance e Capacità Istituzionale” and “Città Metropolitane” Operational Programmes will take part in the event, involving direct communication activities with the public at the dedicated stand and in-depth debates, including on the new 2021-2027 “Capacità per la Coesione” (CapCoe) National Programme (NP) scheduled for 18 May, 9:45-10.45 a.m. – Hall 3.

The launch event titled “The 2021-2027 CapCoe NP: spending EU Funds more and better in the territories addressed” will be the first opportunity to present the new NP strategy and opportunities to the general public and the community of administrators that traditionally meets at FORUM PA.

Consistently with the institutional capacity-building strategy set out in the 2021-2027 Partnership Agreement, the NP relies on a strongly place-based approach with key focus on the territories involved (primarily Southern Italy), and a clear focus on Cohesion Policy to support territorial authorities in implementing projects co-financed with EU resources.

Integrating the NP strategy in the framework of Italy’s PNRR new governance and EU Funds management, the talk will aim to illustrate the NP’s main domains of action focussing on PA’s capacity-building to improve Cohesion Policy effectiveness from a broad perspective, stimulating possible reflections on the approach adopted in other EU Countries.

The meeting will be attended by the NP Managing Authority (Carla Cosentino), the Head of the Cohesion Policy Department (Michele Palma), and the acting DG of the Territorial Cohesion Agency (Riccardo Monaco). Nicola De Michelis from the European Commission – DG Regio is also expected to join the event.
