The 2021-2027 Capacità per la Coesione (CapCoe) National Technical Assistance Programme is co-financed by the European Regional Development Fund (ERDF) and the European Social Fund Plus (ESF+) with a total budget of EUR 1,267,433,334, including national co-financing.

In line with the objectives of the administrative capacity building strategy defined in the 2021-2027 Partnership Agreement, the CapCoe will support Public Administrations (PAs) in improving Cohesion Policy implementation effectiveness.

Within the strategic framework, special attention is paid to the territorial dimension, by strengthening local PAs on topics such as human capital, organisation and processes, administrative regeneration, support for partnership processes, and knowledge sharing.

Among the planned interventions:

Consistently with the aim of providing Cohesion Policy-focussed support, it is also planned to establish a National School of Cohesion Policy, dedicated to subject-specific training and ongoing refresher courses for young graduates, administrators and professionals.

Most of the resources will be allocated to Basilicata, Calabria, Campania, Molise, Apulia, Sardinia, and Sicily – Italy’s less developed Regions in the 2021-2027 programming period –  through the mechanism of Financing not linked to costs – FNLC, that allows the reimbursement of expenditures according to the achievement of targets, as for the Recovery Plan.

The Programme was approved by European Commission’s Implementing Decision C(2023) 374 of 12 January 2023.
