Following negotiations with the European Commission in recent months, the reprogramming of the National Programme Capacity for Cohesion 2021-2027 was approved by the Implementing Decision of September 12, 2024.
Without prejudice to the strategy of the Programme and the maintenance of the financial allocation of the individual Priorities, the most significant changes concern some actions of Priority 1 – based on the mechanism of Non-Cost-Related Financing – to take into account the results of the analyses related to the 7 Less Developed Regions to which the Priority is addressed.
More specifically, the text of the NP was updated to take into account the recent national legislation on the implementation of the extraordinary recruitment plan at the Southern Territorial Authorities to improve the effectiveness of cohesion policy-the main action of Priority 1-which made it possible to specify modalities and procedures for the recruitment of staff and launch the initiative.
The new version of the Programme also took into account the findings of the analyses contained in the 7 Regional Action Plans of the 7 Less Developed Regions approved by the Monitoring Committee in November 2023.
Finally, the operation relating to the PRigA Technical Secretariat has been transferred from Action 1.1.4 – intended only for the Least Developed Regions – to Action 2.3 of Priority 2 of the NP, in order to allow the definition of a support action for all categories of regions within the same Priority.
The revision of the NP has consequently led to an adjustment of the targets and the indicative timetable for reimbursements by the European Commission.
