CapCoe at glance

The 2021-2027 National Technical Assistance Programme Capacità per la Coesione (CapCoe) is co-financed by the European Regional Development Fund and the European Social Fund Plus with an overall budget of EUR 1,267,433,334, including national co-financing.

In line with the objectives pursued by the administrative capacity building strategy defined in the 2021-2027 Partnership Agreement, the CapCoe will support Public Administrations (PAs) to improve Cohesion Policy implementation effectiveness.

Within the CapCoe strategic framework, major attention is paid to the territorial dimension by strengthening local PAs on topics such as human capital, organisation and processes, administrative regeneration, support for partnership processes, and knowledge sharing.

Consistently with the aim of providing Cohesion Policy-focussed support, it is also planned to establish aNational School of Cohesion Policy, dedicated to subject-specific training and ongoing refresher courses for young graduates, administrators and professionals.

Most of the resources will be allocated to Basilicata, Calabria, Campania, Molise, Apulia, Sardinia, and Sicily – Italy’s seven less developed Regions in the 2021-2027 programming period – through the mechanism of Financing not linked to costs – FNLC that allows the reimbursement of expenditures according to the achievement of targets, as for the Recovery Plan.

The CapCoe was approved via European Commission’s Implementing Decision C(2023) 374 of 12 January 2023.
